The Hetq editorial states: The Government has approved the procedure for the collection, management, and transfer of data in the Universal Health Insurance Registry.
According to the Government’s press office, the Law on Universal Health Insurance stipulates that a Universal Health Insurance Registry will be established. This registry is an electronic database that will contain the personal and non-personal data necessary for the proper implementation of universal health insurance.
The registry will be interoperable with the electronic systems used by state and local government bodies for providing electronic services and conducting their activities. The data will be obtained through the Government’s interoperability platform from various source databases.
Specifically, the registry will operate as a separate database within the electronic health system and will be accessible through a mobile health application. With this system, an insured person will be able to view their insured status by logging into the electronic health system.
The Universal Health Insurance Fund will be responsible for maintaining the registry.
Prime Minister Nikol Pashinyan addressed criticisms of the universal health insurance system, emphasizing that such a large-scale reform cannot be implemented perfectly all at once. He stated that the reform needed to be launched and improved over time, noting: “We are continuing to work 24/7, because a very complex system has been introduced, and we are attentively listening to the criticisms and trying to solve the rational issues that have been identified.”
Anahit Avanesyan, Minister of Health, also noted that as of 10:00 AM on January 8, 16,266 service visits have already been recorded in the insurance system. She stated: “Yes, we continue to be sensitive to all raised issues and respond as we move forward.”
